I am guessing that this refers to “the” as the most popular word in writing. If you were to count the most commonly used word in all of English literature, “the” would be at the top of the list. However, not quite as common as poetry, as not the most poetic word.
Googled for confirmation (http://en.wikipedia.org/wiki/Most_common_words_in_English) and seems this is the point.
